SIMS is grounded in research. Its five domains come from a multi-state study of how schools kept instruction going for multilingual learners during disruption, published in the MinneTESOL Journal (2021). The survey is currently being validated: expert review, pilot testing, and reliability analyses are underway. Until that work is complete, results should be used for reflection and planning, not as a formal measure.
